Determining, understanding, satisfying needs/goals of Reform, Conservative, Orthodox Synagogues and promoting the use of Scouting to satisfy those goals c. Which BSA program(s) fit(s) the needs of the particular institution? d. The subtleties/difficulties of satisfying all denominations (and creating programs and events attractive to all) i.
